[1] Wir die Unterzeichnenden klagen die vorgenannten Empfänger, in Bezug auf die
Vorgänge und Situation in Honduras, der unterlassenen Hilfeleistung, sowie Handlungen
zum Schaden der mehrheitlichen Bevölkerung und der Beihilfe zu Verbrechen gegen die
Menschlichkeit, an. Die angerichteten Schäden sind sowohl psychischer als auch
körperlicher Natur.

Begründung

[2] Sämtliche als Empfänger genannte, reagieren nicht oder ungenügend auf die
Anzeigen wegen Menschenrechtsverletzungen, politischer Verfolgung und Mord infolge
des illegalen, militärischen Umsturzes.

[3] Die nach demokratischen Richtlinien, nicht anzuerkennende Nachfolgeregierung, wird
trotz der weiterbestehenden beziehungsweise von dieser selbst initiierten und gedeckten
Maßnahmen gegen die Mehrheit der Bevölkerung, hofiert und zum Teil sogar anerkannt.

[4] Menschenrechtsorganisationen und deren Dokumentationen und Anzeigen finden
wenig Beachtung. Ihnen wird die Unterstützung bei der juristischen Bekämpfung der
vorher genannten Verletzungen und Verbrechen verwehrt.

[5] Die einzelnen Betroffenen haben im Land selbst keine Möglichkeit zu ihren
demokratischen Rechten zu gelangen bzw. die Verbrechen gegen sich selbst und ihr Volk
ahnden zu lassen.

[6] Somit ist jeder der von diesen Umständen und Tatsachen Kenntnis hat und nicht
entsprechend handelt, der unterlassenen Hilfeleistung und unter Umständen, der Beihilfe
zu Verbrechen gegen die Menschlichkeit für schuldig, zumindest im moralischen Sinne,
zu halten.

Aufforderung

[7] Es werden alle demokratischen Regierungen und deren Vertreter ersucht sich gegen
die in Honduras bestehenden Zustände auszusprechen. Der derzeitigen Regierung soll
jegliche Form der Anerkennung verweigert werden. Es sind keine diplomatischen
Beziehungen aufzunehmen und jedwede Möglichkeit zur Teilnahme an internationalen
Verhandlungen ist zu verwehren. Darüber hinaus dürfen keinerlei finanziellen Mittel für
Honduras gewährt werden.

[8] Die Menschenrechtsorganisationen müssen bei der Durchsetzung ihrer juristischen
sowie humanistischen Tätigkeit für die Betroffenen, im besonderem Maße, unterstützt
werden.

Acusación pública

[1] Los abajo firmantes acusamos a las personas mencionadas, en relación a los sucesos
y la situación en Honduras, de omisión del deber de socorro, como así también de llevar
adelante acciones en daño de la mayor parte de la población y de colaboración en el
perpetramiento de crímenes de lesa humanidad, infligiendo daños físicos y psíquicos.

Fundamentos

[2] Los destinatarios de esta acusación no reaccionan en absoluto, o lo hacen de manera
insatisfactoria, ante las denuncias de crímenes contra los derechos humanos, de
persecución política y homicidio en el marco de ilegalidad del golpe militar. 

[3] El gobierno subsiguiente, que según los lineamientos democráticos no puede ser
reconocido de ningún modo, es condescendido y en algunos casos incluso reconocido, a
pesar de las medidas por él mismo iniciadas y encubiertas contra la mayoría de la
población.
[4] Las organizaciones de derechos humanos con sus documentaciones y denuncias
apenas encuentran respuesta. A ellos les está negado el debido apoyo en la batalla
judicial contra las violaciones y crímenes arriba mencionados.

[5] Los propios particulares directamente afectados no tienen ninguna posibilidad de
abrazar sus derechos democráticos ni de recibir justicia por los delitos cometidos en
contra suya y de su pueblo.

[6] A tenor de lo expuesto, todo aquel que tuviere conocimientos de estos hechos y
circunstanciasy no actuare de manera adecuada es pasible de ser considerado culpable
de omisión del deber de socorro y, llegado el caso, de colaboración en el
perpetramiento de crímenes de lesa humanidad, cuanto menos en sentido moral.

Nuestras demandas

[7] Exhortamos a todos los gobiernos democráticos y sus representantes a que se
pronuncien claramente en contra de la situación reinante en Honduras. Al gobierno
actual debe negársele toda forma de reconocimiento; no deben entablarse con él
relaciones diplomáticas de ningún tipo y debe serle impedida la participación en foros
internacionales. Además, no debe concedérsele ninguna clase de recursos financieros.

[8] Las organizaciones de derechos humanos, por su parte, deben recibir auxilios de
especial envergadura para el desempeño de sus actividades legal y humanitaria hacia
las víctimas de estos abusos.

Accusations

[1] We the undersigned accuse the persons listed above, in relation to the events and the
situation in Honduras, of failing to provide aid; of committing acts harmful to the majority
of the population;and of collaborating in the perpetration of crimes against humanity,
inflicting both physical and psychological harm.

Reasons

[2] The accused persons completely fail to react, or react in a completely insufficient
manner, to accusations of violations of human rights, of political persecution, and of
murder committed in relation to an illegal military coup.

[3] The successor government, which according to democratic principles must not be
recognized at all, is acceded to and in some cases even recognized, in spite of the
measures it itself has initiated against, and concealed from, the majority of the
population.

[4] When human-rights organizations submit evidence and accusations, they receive
hardly any response. They are denied proper support in the legal battle against the
above mentioned crimes.

[5] Persons immediately affected have no access to their democratic rights and no
opportunity to receive justice for the crimes committed against them and their people.

[6] Accordingly, every person who has knowledge of these acts and events and fails to
take appropriate action is guilty of failing to provide aid and, in consequence, of
collaborating in crimes against humanity, at least in the moral sense.

Demands

[7] We exhort all democratic governments and their representatives to speak out clearly
against the current situation in Honduras. The present government must be denied every
form of recognition; it must not be granted diplomatic relations of any kind and must be
prevented from participating in all international forums. Furthermore, it must not be given
access to financial resources of any kind.

[8] Democratic human-rights organizations, for their part, must be given especially
extensive aid in order to carry out their legal and humanitarian role in support of the
victims of these abuses.
